My brother used to live in South Ossetia before the 2008 war broke out & it's basically a 3rd world country & still is. Illegal gun trading is least the problem there with prostitution being heavily run there along with human smuggling. A poor country like that, the only thing the Georgian people in that region can do is illegal activity to survive. It is a third world country divided by Russia & Georgia but South Ossetia is their own country, not run by "Georgian people" as you mention. The conflict is regarding the territorial issue with who runs/owns South Ossetia. Here's a map of the region layout just an FYI.

South Ossetians declared independence from Georgia in 1990, calling themselves the Republic of South Ossetia. The Georgian government responded by abolishing South Ossetia's autonomy and trying to re-establish its control over the region by force. The crisis escalation led to the 1991–1992 South Ossetia War. Georgian fighting against those controlling South Ossetia occurred on two other occasions, in 2004 and 2008. The latter conflict led to the Russia–Georgia war, during which Ossetian and Russian forces gained full de facto control of the territory of the former South Ossetian Autonomous Oblast.
